Consideration was given to both passenger only and Ropax ferry 6 route options where considered based on projected passengers (derived from tourism arrivals), and then extensively analyzed. For the RoPax ferry the team used the same passenger assumption and then looked at the potential for cargo and cars to justify the additional cost.
