Dr Guermazi is the Director of Digital Development (DD) of the Infrastructure Practice Group at The World Bank. She heads a global team working on building digital economies in developing countries, to drive shared prosperity and reduced poverty.

Francis Fontenelle

‘What does a well functioning payment system look like for ECCU; Towards a well functioning payment system: ECCB'S Progress to date ’

Mr Fontenelle currently holds the position of Senior Banking Specialist in the Banking and Monetary Operations Department at the Eastern Caribbean Central Bank (ECCB). He is head of the Payment System Development and Oversight Unit, which is charged with leading ECCB’s drive toward the modernisation of the payment system in the ECCU.

Richard St. John is Vice-President of Cizmic Consulting, Inc., a company that specialises in telecommunications development, management and consulting throughout the Caribbean and Latin America. He has spent his career working in the Caribbean in a variety of corporate and entrepreneurial roles including 20 years of telecommunications industry experience.

Dr James Fletcher

‘Challenges and opportunities of operating renewable energy businesses in the ECCU’

Dr Fletcher currently manages his own company, SOLORICON, which provides consulting services in sustainable energy, climate change, water policy, public policy and agriculture. He is a former Minister for Public Service, Information, Broadcasting, Sustainable Development, Energy, Science and Technology in the Government of Saint Lucia. During his tenure, he led Saint Lucia on an aggressive path toward the modernisation of the energy sector with a strong push toward the use of renewable energy.

Stephanie Gil

‘An overview of Renewable Energy in the ECCU’

Stephanie Gil is Practice Manager for Latin America and the Caribbean in the Energy and Extractives Global Practice at The World Bank. She leads The World Bank energy sector engagements, including regulatory reforms, disruptive technologies, new financing architecture and other operations in the region. She has extensive experience in power utilities, competitive power and gas markets, and energy sector reforms.

Floris Vermeulen represents the European Investment Bank in the Southern and Eastern Caribbean. His role covers new business development and institutional relations, including public infrastructure lending and support for access to finance for medium, small and micro enterprises (MSMEs).

Mr Straun is the CEO of Genesis Innovation Management Inc., a company geared toward the development of Financial Technology (FinTech) that enhances the security and inclusion of all law abiding citizens into the financial system while improving efficiency and reducing costs for partnering financial institutions and citizens alike. He has worked in the financial services sector for over 27 years, with over 23 years of central banking experience.

Livingstone is a regional payment system adviser with a focus on payment system oversight and development as well as financial inclusion programmes and strategies. A former Deputy Governor at the Bank of Jamaica, Morrison has vast practical experience in strategy development and execution in the fields of banking, manufacturing, agriculture and payment system development and securities regulation .

H.E. Dr Vince Henderson LPD

‘A case study of the geothermal project in Dominica’

His Excellency Dr Vince Henderson is the Ambassador of the Commonwealth of Dominica to the United States and the Permanent Representative to the Organisation of American States (OAS). Dr Henderson serves as an energy advisor to CARICOM on the implementation of the Caribbean Renewable Energy Roadmap and Strategy (CSERMS) and is also a Senior Advisor to the Government of the Commonwealth of Dominica on geothermal energy development.

Honourable Camillo Gonsalves

‘Smart Government: How to make Government More Agile and Responsive’

The Honourable Camillo Gonsalves is the Minister of Finance, Economic Planning, Sustainable Development and Information Technology in the Government of Saint Vincent and the Grenadines and a member of the ECCB Monetary Council. Prior to this ministerial appointment, he served as Permanent Representative of Saint Vincent and the Grenadines to the United Nations and also as Minister of Foreign Affairs, Foreign Trade, Commerce and Information Technology.

Cheryl Hector Fontenelle

‘The Digital Economy: Creating and Regulating a Single ICT Space in the ECCU’

Cheryl Hector Fontenelle is the Director of Economics and Finance at the Eastern Caribbean Telecommunications Authority (ECTEL). She is responsible for the development and implementation of the regulatory frameworks for access and interconnection, retail tariff, consumer protection and universal service and access in the ECTEL member states. She has more than 12 years progressive experience in telecommunications and ICT regulation.
